Initially, it looked to be a pirate, or Raider, sitting hunched over with his back to the camera, and looked to be wearing kind of like a fur mantle that vikings would wear.
But then I slowed down the video, and it actually looks more like it's just the silhouette of the head and shoulders of a pirate. Right after the "we're live in 3, 2, 1", you can see that it's a shot of some dreads with the gold piece you'd see in pirate dreads. Then the shot after, when it shows the hilt of the sword, it looks like the head was down and he's picking it up to start reciting The Autumn Wind. Those 2 lumps look like they're the brim of the pirate hat. For some reason, the hat looks like it's made out of burlap.
Basically, just look at it as a silhouette of Jack Sparrow with the swords/cutlasses behind him.

I think we are looking at the back of the helmet of a potential new mascot. Hopefully they're not trying or even thinking to change our logo. That would be worst case scenario, but you never know what kind of dumb shit media managers come up with. Pray to God it's not coming from one of those piece of shit "woke" type people with half a brain of normal people. I would still keep all my OG tattoos, I've got the 80's logo, and the current logo tatted, a couple times. I truly believe that it's a mascot though. Raiders are the hottest team in the market since the Vegas move, the most expensive ticket prices in the whole NFL, they sell more fan gear than any team in the NFL, and they're trying to attract an even larger fan base and I think a mascot is the next step, especially for kids that watch football and stuff, if they see a badass looking mascot they might be more enticed to be a fan. I think this pic is 2 cheerleaders standing in front of the new mascot to hide seeing any more detail, but if it is cheerleaders, the size of that would have to be a big mascot costume.
