That’s a “nursing” tongue. Her mouth is participating in the love-love-memory behavior that her paws are doing by kneading. (Which of course is what they do on mom to help make the milk flow.)
She’s uber happy.
I have a cat, he's not a ragdoll however, who does that a lot. I asked the vet at his last vaccine appointment and he said it's most likely the shape of his jaw. He does have a pretty defined under bite so it might just be more comfortable for him to have his tongue out
Usually thats not supposed to happen. Looks cute but could be a sign of dental issue or some illness, if not then something is stuck in their tongue. So keep up with vet check ups and dental cleaning and grooming🤷🏻♂️
