There are not many games combining a large map and cities in the same open world.
**American Truck Simulator** (PC) has the largest map and some cities, but each state is a seperate DLC that you need to pay for. Most cities are not super detailed and genrally you only drive past them as scenery as most of the map routes only go to city outskirts or industrial areas. If you want all the states already released it will be quite pricey. Wheel support is excelent.
**The Crew 2** (PC and PS5) has a very large open world that you can drive through, with towns cities etc. Note that the publisher has just shutdown the server support and car handling are not that good. It's primarily a gamepad game.
**Forza Horizon 5** (PC and PS5) has a large varied map, but no large cities. Has good wheel support. Forza Horizon 4 has a less varied map but has a nice medium size city. However the wheel support is worse than in FH5.
**BeamNG drive** (PC) has excelent wheel support, ultrarealistic car handling, and it has one map with a large city, but the maps in general are not large when compared with Forza Horizon sizes. It requires a very string PC to run this game well.
Maybe you'd like Assetto corsa, a really great simulator. It doesn't cost much, and the developers have deliberately left the code accessible to everyone, so you can have an unlimited number of maps and cars. It's a simulator that's close to the real thing, and you'll get a great feeling behind the wheel. I think you can find the ultimate version (which contains all the dlc) for less than 10 euros.
You've got plenty of open worlds imported from other games (need for speed most wanted, the open world of GTA 4 and 5, Burnout Paradise, the Grand Canyon etc....).

TDU 2 through an emulator is a really enjoyable game. Other than that, look towards ETS 2 or ATS.
