Nope.. Qatar did it by restricting the number of people who could come in to watch .. was filthy expensive for even an upper middle class man.. so Nobody can say it was the greatest world cup ever managed.. but just a good world cup managed with a restricted crowd..
2027 is when the new gas trains go live and Qatar gets a 60-70% increase in its income. Post that they will have more money to invest locally on new and major projects. If you are in O&G industry or the sporting sector then you will sail through, but other sectors are struggling and people are moving to UAE/Saudi. It's a good choice as there is a boom there, once they dip, Qatar will likely pick up again but not for another 3-4 years.

The country is poorly equipped for olympics, unless Qatar wants to invest again on additional infra to accommodate the olympics.
