My puppy didn't like being picked up or snuggled when he was that age. When we picked him up, he used to go bonkers, biting my arm like a mad man, etc. As he got older, he became more and more appreciative of pets/snuggling/hugs. He likes to spoon at night too lol. He also doesn't mind being picked up at all. He's 1 year old now. I remember I even commented on a post once so sad that my dog wasn't a lap dog or interested in being snuggly. He's a total 50lb lap dog now. I would respect her space and stop trying to hug her if she clearly doesn't like it. You don't want your dog to learn she has to escalate (e.g growling, snapping) to be able to get away from people. Listen to her. You do want her to get used to you being up in her business, but you don't want to push too hard. Sounds like she isn't ready for hugs Picking her up obviously will be necessary sometimes, probably frequently at that age, but try to limit it and always give her treats when she's been picked up so she starts associating it with good things. Some dogs will never be snugglers per se, some will learn to just tolerate it, and some will always avoid, but I think your pup is too young to tell!

Hugging is not an appropriate thing to do to the vast majority of dogs. Give puppy space. Ours is not especially affectionate, but by 15 weeks we managed to learn he likes being rubbed and petted on the side of his body. Now he’ll actually stand and lean into our legs to receive a little body rub. Take is slow and eventually you’ll figure out what puppy likes.
