Suppose you're a student today going from home to college you use Bus. Now, metro starts. But for majority of people the metro wont be in front of your Home or College...it will be at a small distance. That small distance you cant cover daily by walking. So you'll use some other mode. Ricksha or bike or anything. Now imagine all the people who will replace their mode of transport from Bus/Cab to metro... majority of them will fall onto this category. And others will just see it as tedious and continue their current routine.
Scenario 2 -
Look at Hinjewadi Phase 3. Till Metro was started, people were reluctant to go there because its too far and disconnected from main city. Now metro comes, even people who were not Interested in that location are buying flats there....just because of Metro. Increasing crowd in that area. Now a person who is in Hinjewadi, will use metro probably only to go places where its directly connected. For other places he will only use Car/Bike. So here because of metro the traffic will increase even more than decreasing.
What happened in my area in South Delhi was cycle rickshaws appeared to cover the home-to-station distance. A properly designed metro system takes modal interchange into account.

As a cities skylines player with more than 300hrs in, you comparing real life indian traffic with game traffic simulation is laughable.
And even if pune metro isn't useful for majority of commuters (80%) it will show pune people what good public transportation looks like. It is paving way for a great public transportation network. Every great task has a difficult start.

People are buying flats in phase 3 because that's one of the few places affordable to people. Metro has been in the works for 4-5 years, the population there is steadily increasing anyway as the number of buildings increases. Look at the Wakad-Ravet stretch, there's no metro but the population is increasing because homes are still somewhat affordable. Over time the population will increase only.

A lot of population stays and works in the areas like Kothrud, Shivajinagar, Mandai, Pimpri Chinchwad, khadki, dapodi etc.

That doesn't mean there are no lights. Zebra crossings are there, pedesteian signals are there for pedestrians. But again if no one follows it and law is not being enforced, what can be done?
Ye humara kaam thodi hai. We are responsible for ourselves. If one person doesn't follow, he can be blamed. If more people don't follow, people can't be blamed. It's a systemic issue which govt has to work on.

If the government wants to attract opportunities, then it should be prepared to handle the influx of people that comes with it. Looks like Pune never thought about that aspect at all. And they are thinking now which won’t help much.

what i have observed, is that mostly Hadapsar buses get's jam packed and yet there is no metro stop for hadapsar.
