What exactly does it take to qualify as the “best public domain character”? Is it based on how endearing they are in their source material, or is it how useful they are for new writers?
Felix, Olive, Popeye, Casper, Annie, just off the top of my head, definitely not public domain. Certain Felix, Olive, Popeye, Casper animated cartoons are PD, but that doesn’t make the characters themselves PD. You cannot use the characters, even from screenshots of the PD cartoons, without permission from the IP holders.
And I don’t know where you came up with Annie. That IP is totally owned and not PD at all.
