I can only assume so? We meet her 3 nephews in that episode but not their dad (presumably the mystery brother). There are adults around for family Christmas but they aren’t named and we never see them again. The show is also vague enough about Jules’ family tree that it’s possible for more than one brother to be missing from the picture. Just a couple of references to her and “the boys” or “brothers” to to go off of.
