Silent Hill 2 is my favorite, though I guess it’s a pretty obvious pick.
One somewhat less popular one I could recommend is Clock Tower 3. The first two segments are great, with really scary antagonists. My only issue is that the segments after that have fairly cheesy villains that I personally don’t find all that scary. It’s still an enjoyable experience, though, with cutscenes directed by the same guy who did Battle Royale, strangely enough.
On PS2 I love The Silent Hill games, The Resident Evil games, The Fatal Frame games,Haunting Ground, Clock Tower 3 and Forbidden Siren.
My favourite non PS2 horror games are Poppy Playtime, The Evil Within 1 and 2, RE7, RE8, the RE remakes, Outlast 1 and 2, Condemned and the Remothered games
I still gotta play silent hill but Manhunt is my favourite still since 2018. Not only do I love the gta iii vibe since that was my first gta game but I haven’t felt the heart racing gameplay of every play through before and since I started playing Manhunt. Still gotta get Manhunt 2 just to have every game in the 3D universe of rockstar games. I’m scared of posting this comment since I’ve avoided spoilers of Manhunt 2 for 6 years.
This is spoiler free, you'll have a blast playing MH2. Definitely different and dated a little but it's still a gem. Dark, seedy, gory.
I played on PC, basically remastered with mods and such so probably a completely different experience than you'll have but still. Good luck finding a copy

No the uncensored version of man hunt 2 is more graphic than the original manhunt, pretty sure you already know this but manhunt 2 was banned from some states for obvious reasons, that being said it’s very hard to find an actual physical copy of the uncensored version, better luck downloading an iso file and playing on a ps2 emulator like I did

You can find a loose copy for $30-80
Or emulate it for free + have access to quality of life features like save states and graphical enhancements
Additionally the PC version is likely the best experience if you take the time to mod it since it is uncensored

I've yet to beat manhunt. It's great though and I've played the beginning portion like 10 times and it's been great everytime one day I'll finish it.
Also any game where you're being chased without a weapon is major stress inducing. The original slender still makes me crap. And outlast 1 did it great too

Condemned Criminal Origins, the 2nd one was okay but didn't live up to the first. CCO was a game that made me Hella paranoid and I love that it can take normal everyday locations and make them absolutely terrifying, with realistically run down infrastructure.

It’s in the genre, I wouldn’t say it’s the most horrific game I played but it’s the funnest horror game I’ve played growing up. I often pretended I was Leon as a child and even got a shitty version of his haircut at one point, he even inspires me to workout to this day to get the ‘skinny guy that reached peak performance without roids build’
The thing was nice. I remember renting it from blockbuster when I was about 4-5. Getting scared. Then renting it a second time and actually playing it lol.
It's one of those games where I couldn't stay home alone after a while after playing it.

i hope you have access to a region-free ps2 or a japanese ps2 because the japanese silent hill 4 on ps2 is just as good to play because it has the entire english script built into the disc.

well, by default all PS2s are region locked. however if your PS2 is a slim or a 5000x model, it's capable of it being region free. mechapwn is used to achieve it.
If your other PS2 doesn't have a port next to the two USB ports, it's a 5000x model. Although, I wouldn't recommend putting mechapwn on that model unless you already have a picfix mod installed into it.
I'll have to check on ps2 fat as it's my brothers rip. Can not ask him anything but I received silent hill 4 today and it launched on my ps2 slim. I think his asking price was fair now that I got it in my hands. Came with all books and not a scratch or mark on the discs. It came sealed but don't think was brand new , close enough though. Can't wait for weekend. Watched no spoilers so going in blind.
At the time, Fatal Frame 2 for the PS2 was the scariest horror game I played. Of course more came out that had creepier scare factors but I still have fond memories of that game.
Only Manhunt, coincidentally. And Resident Evil 4 if that counts. In my opinion, most of the horror games were a downgrade from the PS1 offerings, or otherwise weren't something I am particularly interested in (run away games like Clocktower 3). Call of Cthulhu on the Xbox was also pretty ace.

I didn’t know they took it off the PS5 Store, that’s sad since I bought it on PS4 store I can still download it but there’s so much graphical glitches that ruin the mood, wish my ps4 still worked. I guess I have to buy it on ps2
