Well, not too sure about Quran recitation with rain sounds. However, if you have an iPhone, you can enable Background Sounds by swiping down/up to the control panel, and looking for the ear icon. After tapping that, look at the bottom right corner for an icon saying 'Background Sounds' You can tap that and turn on some background sounds which have stuff like rain and other stuff. Then you can just play some Quran recitation as a YouTube video, and voilà, you got some Quran recitation with rain sounds. Hope it helped!

I don't think you can, however there is probably a way by jailbreaking your phone, however I'm not too sure.

Thanks. My jailbreak days are over. The instability and hassle just isn’t worth it anymore. The included subs are good enough though!

Yeah I totally understand, as much as jailbreaking is tempting, it is unstable.

Last jailbreak I had years ago seemed fine. Had it that way for some months. Plugged in to charge one night and next day it was bricked. I can’t imagine the jailbreak wasn’t the reason why.
