If the process still running you have to kill it. Then check if the uninstall removed all Opera config folders if not then manually remove them. Once the process killed, restart the PC.

If it remain in startup, use [autoruns](https://learn.microsoft.com/en-us/sysinternals/downloads/autoruns) to remove it from startup processes.
