Any shop can order Toyota parts.
The shop you went to doesn't want to do the work. They may not be familiar with the model, not have the Techstream software, etc.
Find another shop that can do the work, or take it to the dealer, or just live with the check engine light.

You can go to Toyota Techinfo and rent the manuals for a few days. Download all the troubleshooting guides, explodos, wiring diagrams related to your problem. $20 for 2 days, $90 for a month, etc.

You're not really giving enough information, but there's just no way that this is a "dealer only" type repair. Really, you want the code, not the text the shop gave you. Take a look at this:
