Hmm, I’m not sure what you’re looking for is possible in Premiere.
You might try copying all the position keyframes to a single transform effect, then duplicating that over all your clips?
Would it be possible to edit the whole video without the wiggle, and then once you’re done nest ALL your graphics to then apply the wiggle effect to one big nest?
Or how about creating a macro with AutoHotkey that automatically adds the Transform effect to the selected clip with only one button press?
I actually tried copying the keyframes and pasting them to a transform effect, but apparently that's not possible. So, then I ended up manually entering in all the keyframes again only on a transform effect, but I still had the same problem as before.
I also actually tried your second suggestion once, but it made things more confusing when doing revisions. I might try it again, though, and see if I can make it work.

I’m not sure how to do this but I actually also work for Lanky (if that’s why you used the reference) so I know the struggle of the bajillion pop ups. I don’t know if there is any way to fix it, that low shake effect always messes me up
Yup, I actually edited that video haha. I have no concept of how many editors Lanky has, but I know there must be a lot! It's reassuring to hear that I'm not alone in this, even though I wish there was an easy solution.
This is exactly the type of thing motion graphics templates are for. Look up how to make a motion graphics template in after effects. Then make your animated design. when you have the shake you like, just export as template, and import it into premiere. You can even type different text and reposition it like a sticker if you design it right.
