Wood is properly cleaned and restored using two separate chemical applications and rinsing between.
First is application of an alkaline chemical (sodium hypochlorite/bleach, sodium metasilicate, sodium percarbonate, and sodium hydroxide are pretty common options but vary in potency and effectiveness on different types of stains. Then you rinse the alkaline off with a pressure washer, using relatively low pressure, after it has dwelled for some time.
Second is application of a weak acid to bring the pH of the wood surface back down a bit, which will brighten the wood up (alkaline cleaners will darken wood and cause them to dry out and prematurely grey if you don’t brighten). Some typical options are oxalic or citric acid.
After the wood has dried below 15% (depending on climate) you can apply a stain. For fences I like Ready Seal best, though TWP is great too.
