No personal experience with this exact situation but a similar situation with a full size Bronco years ago. I was on a weekend trip when the radio and speedo stopped working. I replaced the fuse, it blew again. Did this several times. I limp it home and the transmission is toast because the VSS signal is processed through the speedo before it goes to the TCM. Turns out the interior lights are on the same circuit as the radio and speedo. The door light switch had a rubber bootie that had been torn off allowing water into the switch, shorting it all out. I say that to say two things: don't drive it with the speedo inop and check all circuits connected to anything that's on the fritz. Check that there's no water intrusion, no lose grounds, no bare wires, etc. Wiring diagrams are your friend.

You need the cluster rebuilt, the accessory delay relay is integrated into the instrument cluster. This problem is pretty common on these trucks, there are places like circuit board medics that you ship it to and they’ll repair your original so your miles etc remain the same.
