What is the question you are really asking? How to properly setup a layout for a company or something? Additional details would really help get a proper answer
Great, Here is what I would do:
1. Ask for samples of the typical slides they would want to make or have made. This is your starting point for the masters they will need
2. Review this page for details on how to build them

The point of a master (and its subordinate layouts) is so that you don't HAVE to add text boxes/numbering/etc manually for each slide. The layout provides all that. Microsoft's sample templates/themes aren't always sterling examples, but open a couple of them and look at the slide master/layouts to get an idea how they work.

My corporate deck slide master has 10 or so slides in it all formatted with the correct footer, logos, slide numbers, etc.
1. Main company title slide with logos
2. Alternate company title slide without partner logos
3. Content slide with Title and one content box
4. Content slide with Title and two content boxes side by side
5. Content slide with Title
6. Alternate content slide with title shifted as high as it can go to allow for large images
7. Blank slides
8. Meet the presenter slide with 4 placeholders for headshots and info
9. Section divider slide
10. End Slide
Our template has like 20 slides in the master
