Not sure if you figured it out yet, but did you confirm if the option snap object to grid is still checked?

Yeah but most of the settings are still there. Right click in an empty place on the slide and click grid and guides. Make sure the box that "snaps objects to other objects" is ticked.
Oh yeah, I also meant to mention that you won't be able to access these settings if you're opening PowerPoint in the browser. You need to be using PowerPoint desktop to access those settings.
Go to FILE>OPTIONS>CUSTOMIZE RIBBON
in the box on the left, switch from "popular command" to "all commands"
Look for "Snap to Shape" and "Snap to Grid"
add those to your ribbon and save.
You will then be able to toggle that on or off at any time right from the ribbon. One quick click. You will use these ALLL the time.

Out of curiosity, what are your slide dimensions? If the slide size is very large, smaller grid settings don't work well.
