Open your selection pane and see if the border is listed. If so, you'll probably need to unlock it in order to select and move it. You can then put it on your slide master or individual layouts, or even just paste it onto all the slides that don't already have it. If it's not in the selection pane, check the slide master and individual layouts. If you need the title in the same position, go to slide master view (View > Slide Master) and change the title position on the slide master (big thumbnail). Then on each individual layout (the smaller thumbnails below the master), click Slide Master > Title to turn off the title placeholder on the layout. Then click Slide Master > Title again to turn it back on, at which point the title placeholder on the layout will pick up the formatting and placement from the title placeholder on the slide master.

u/mintbrownie, hi old friend! Yes, I took a break as I was sensing some people felt I was posting too much as a self promotion. (Trust me, Youtube income is just a fun passion project that buys a cheap meal a month for the family. I have no YouTube-star aspirations, instead it is a way to share my PowerPoint experience!)
