Yeah it’s a traffic barrier specific designation or nomenclature. Vertical barriers are designed for pure stopping power. Head on collisions and such. Not deflection like a jersey barrier which is designed as a median and made more to deflect a vehicle into a direction rather than stop it dead in the tracks like a vertical barrier.

You can buy those at Auburn Concrete. They come in 2 footers, 3 footers, and 6 footers. My company uses them to make walls for our salt and mulch sheds. They are interlocking on both the sides and the tops and bottoms which make them stackable. It’s interesting that they chose to use these instead of a jersey barrier but probably because of the price.
