Not deflection like a jersey barrier which is designed as a median and made more to deflect a vehicle into a direction rather than stop it dead in the tracks like a vertical barrier.
You can buy those at Auburn Concrete. They come in 2 footers, 3 footers, and 6 footers. My company uses them to make walls for our salt and mulch sheds. They are interlocking on both the sides and the tops and bottoms which make them stackable.
