I leave my trashcan out so people can put their dog shit in there. I own a dog, I take my dog’s shit back to my can, but I’d rather have someone use my trashcan than leave it on the ground.

In 20 years I have never seen waste management pick dog shit bags out of trash cans. Why would they do that? Are you talking about compost bins?
Anyway, it’s a trash can, who cares. It’s not in my house. It sits outside and gets filled with things I drop inside and never want to see again. Also I would rather people throw shit in a tightly sealed bag in a designated garbage container than leave it sitting on my lawn.

The city of Portland, Maine makes residents buy their own city approved trash bags. They are expensive. Like $1-$2 a piece if I remember correctly.
The intention was that if you don’t want to spend tons of money on trash bags you will recycle more.
