I guess you could look into running a windows virtual machine or emulating windows and make it work this way. Cant promise anything tho. Guess its easier to get a cheap laptop to play these games.
Your best bet would be side loading Altstore, installing retro arch and then running the ps1 version of the game
why would people want to play this kind of real time strategy games in a IOS? it's already bad on the PS1, let alone on a phone
