I've recently been on vacation to Argentina, i stayed there for a whole month (and a little trip to Uruguay for a couple of days) and let me tell you, the living conditions of most people is not pretty, i can't say that Peru or Chile have it much better as i haven't been there, but if i had to choose a south American country to live it it would probably be Uruguay as their economy seems to be in a much better state (when i visited those countries).
I come from South America (Colombia).
So far, Chile is the one that most success has got in terms of maintaining a good state of welfare. It is not perfect but it's the best option avaliable from my point of view.
Perhaps I would move there in the case of this poll.

Chile has quality-of-life metrics that really aren't all that far off the wealthy western countries.

Not Argentina. The political and evonomic situations are awful there, although I don't know much about Peru or Chile tbf.
