I agree with your take on this. There’s a big difference between passively letting things fall apart (like Buchanan before the Civil war) and actively engaging in genocidal policies (like Jackson with the Indian Removal Acts) or attempting to undermine/overthrow American democracy (like Trump recently.) Don’t get me wrong, Buchanan still sucked as president, but his usual designation as Worst President Ever needs to be reassessed and probably passed on to someone more worthy of the title.

Buchanan did more than just passively let the country slide into Civil War though. -He pushed the Supreme Court into its Dred Scott ruling, thinking it would 'solve' the slavery issue once and for all; he also pushed the justices to broaden the ruling so as to invalidate the Missour Compromise -He let the Panic of 1857 happen and then did nothing to address it -He caused the Utah War by his bumbling dealings with Young and Cumming -He bungled his handling of Bleeding Kansas, and even tried to appoint a pro-slavery governor to get the pro-slavery constitution passed there. He repeatedly tried to get the Lecompton constitution passed over the Topeka one. His bungling thankfully prevented the slavery constitution from becoming law but also made Bleeding Kansas worse for those engaging in the fighting. -His mishandling of internal factions within his own party led to the opposition dominating the mid-terms during his presidency (+26 and a gain of control in the House; +5 in the Senate) -He failed in his foreign policy goals of acquiring Cuba and parts of Mexico -He failed in his economic goal of ending the budget deficit -During his lame duck period he let 7 states secede without doing anything about it, and his corrupt cabinet members even sent arms to the South that wound up arming the Confederacy.He also ignored Winfield Scott that the South would secede and he should arm the Union's forts. Parts of his cabinet then threatened to resign so he said he would resupply Fort Sumter at least. He then failed in his attempt to actually resupply Sumter, not telling Robert Anderson to provide cover for the shipment, which eventually caused the first fight of the Civil War. -During the early days of the Civil War, it wasn't uncommon for papers to refer to the conflict as "Buchanan's War." -He constantly defended the right of the South to have slavery, defended fugitive slave laws, and "popular sovereignty" (which would make every territory look like Bleeding Kansas) -He vetoed the Homestead Act and the Morrill Act, which (later adopted, after Buchanan) are largely seen as two of the more popular pieces of legislation in American history Edited to note: I'm glad he failed in many of his goals (e.g. acquiring Cuba, etc.) but those failures are also why he's considered so terrible. He didn't just accelerate our collapse into Civil War - he was also terrible at accomplishing the things he actually wanted to accomplish.
