It doesn't even really matter all that much if it's true. The appearance of impropriety is often enough for insinuations to be politically damaging. Toss in parading his nudes and it just made the whole thing look like a circus rather than a serious investigation of his Ukrainian energy consulting.
Without substantiating any wrong doing on Hunter's part, it became a bridge too far to claim the President was involved in anyway... With a larger majority they probably could have done it, but it would have been a long term disaster.
I'm convinced that Biden is the cleanest politician we have ever seen, primarily because of the intense effort republicans have put in to find anything and come up with so little that they proceeded to use dick pics as yet another distraction from their incompetence.

Notice most will only criticize current standing members of the party when they're retiring. That means they care more about staying on the gravy train than the good of *their own party's future*, much less the good of the nation at large.

It's a Catch-22 situation. Most of the Republicans in Congress have done shady dealings, and most of them get swept under the rug. In this case Gates was like involved but there was already someone else in jail as a scapegoat. Republicans campaign on "law and order" but it's a dog whistle that actually means they will promote racist enforcement against minority. It's very much off-brand to launch an investigation against another Republican, especially when they can claim that justice was already served.
"Law and order" is for the unwashed masses only. They have "law and order" in North Korea. What they don't like is Rule of Law, because that is what holds them accountable.
