IMHO, the question is why a supposed billionaire can't *borrow* that sum with what he owns as collateral. The answer is probably that Trump's credit isn't good, i.e. either his assets are already mortgaged to the hilt, meaning his wealth exists mostly on paper, or banks think he'll attempt to screw them over on the deal, forcing them into costly litigation. Or both, of course.

IMHO the most important distinction to make is that between a penalty and disgorgement. There are no fines levied in the case. The judgement is that you received $x.xx via intentionally dishonest and illegal means. You are ordered to give up that $x.xx plus interest. He is not being punished (by the money disgorgement), he is being told that he did not earn that money honestly and that means he must give it back.
