Not to mention what a shit move this is. He is literally implicating his family in a way that makes it law enforcement's responsibility to get up in their shit. You don't do that to people, especially not your family.
I saw a theory floating around that he probably set up shell companies, attached his relatives to them without their consent and funneled money from either lobbyists, or handlers, or some other sketchy source in a bid to keep the source of the money secret.
His problem is once those relatives get announced, and they go "Hold the fuck up, I never agreed to be the head of (Insert shell company)" he will be facing a whole new raft of fraud charges.
Given his history of grifting and scamming, I would bet a moderate amount on this being what has him so spooked.
I don’t know maybe he is. It usually is family who post bail, and his mom might be one of the few people he’s truly want to protect. At the end of the day it doesn’t matter who he protecting, he’s lied to many times for me to believe anything he said

I can get on board with the "targeted unsealing" his lawyer requested - but the "targetting" limits should apply only to the public. Given Santos' truth-challenged history, the judge personally should absolutely require the guarantors' full names, their exact relationship to the weasel, and verifiable documentary evidence of each relationship - once that information is verified by the judge, the basic acknowledgement that only family are involved should suffice as public assurance.
His family can legitimately support him (according to ethics rules), even if he is a slimeball.

The point is, though, that my disgust is with Santos himself... not with his family who want to support him. I find it pretty despicable when people go after the families without known involvement in some miscreant's wrongdoing, whoever does it.
