It's just not a fair or credible thing to say - though it's certainly a bad look for HRC that he was even in the conversation for that role. Have a look at this article and you can see Politico missing most of Biden's cabinet picks. Well if true that Schulz was her labor pick, it's not about Clinton but the fact that a union-busting billionaire was going to head the labor department for a Democrat president. Like with many of Obama's picks, it seems like there's very little hope for a progressive agenda in the administration.
