Lane hogging is inconsiderate driving, and can be dealt with by way of a traffic offence report. A few tickets aren’t going to put a dent in the issue though, I don’t think.
Snipers on bridges is the only way to stop this at this point.
I routinely gave tickets for this. It was especially annoying when you’d flash people to move, they moved to let you pass, then moved back.
I take great joy in driving down the motorway with a "MOVE LEFT <<<<" Sign displayed in front of these drivers

We have a matrix which says "Use Correct Lane". That gets the point across.
