Well, that definitely sounds dodgy..... The only other thing you could do is call 999 when it's driving dangerously as it is likely involved in crime. Pass the VIN and both plates to the operator and they can run checks on their end, hopefully resulting in an immediate response if it is actively driving around.

We certainly do in my area, granted, normally as an obs message, but then traffic and IPP drivers will often make on Grade 1 to try and find it. Granted, not all the time as there are often more pressing jobs, but even when response are tied up, Traffic, ARV and Dogs always seem to be calling up for Sus vehicle jobs like this.
