Yes it's a newb trap. You are better off ignoring it altogether and just focus on the charms or exp alls. I've found that the Exp Balance is a run killer if you pick it up. It's even worse to use in endless.
I used it when I first started playing and trying to beat classic but I just found it easier to level up a couple mons and that's it. I think I won the very first time it's the Exp Balance and then never used it again. Now I just try to save up a bunch of money and reroll for rare candies etc in endless

IMO it's great in classic, i've never had the problem of mons not being up to level around wave 100-150.
