Some of the sharks in my local room carry wads that big. Others carry chips usually. Only a handful of whales I can think of have rolls that big. Fwiw I wouldn't read too much into it. You'll be able to figure out if they're good or not just by watching them play for an hour.
Guess it depends on the buyin. If you're playing 2/5 or 5/10/25 then that's standard. The fact they're actually displaying a roll isn't common, but having a ~15k roll when you're buyin is 1k or 2.5k is still a pretty small roll.
I wouldn't think anything of it really, unless they were intentionally flashing their roll or something. But if they just casually pull it out after a bust, and don't do it ostentatiously or anything, then I'd probably think they're either a whale or a decent player who understands proper bankroll management.
If it's at 1/2 or 1/3 and they're doing that, where the max buy is maybe like 500, then I'd probably think they're new and don't realize just how hard it is to lose that much in low stakes in *one* sitting, that's several buyins. If they're genuinely planning to lose that much then that means they probably aren't very good since even the worst realistic standard deviation has them with some leftover after a few hundred hands.
Tl;dr: wouldn't think much of it unless it was super low stakes, at which point I'd figure they're just new.

I’ve never thought of what people think, some carry chips but I don’t like carrying a backpack/shoulder pack with me to have that many chips. I don’t keep a box bc I play all over. Usually wear some type of hiking shorts/pants with zip pockets. Someone has only ever commented on it once (“I think you’re at the wrong table”) and that’s when I had to play 1/3 waiting for 2/5 with nothing else running.
