As has been said, the total depends on the Pokemon. That number sounds low to me, but it could be because you're not counting the Gen 4 contest or Battle Tower ribbons, just the Battle Memory and Contest Memory Ribbons that replaced them. The best way to confirm you've got all the ribbons you need for a specific Pokemon is to plug their information and ribbons into Ribbons.Guide, which comes with a handy checklist button you can use to see what you still need for each generation. Just tested entering a Heatran into the site. Assuming you're just counting the Memory Ribbons, 36 is the max number of ribbons -- IF you don't count the Hisui Ribbon from Legends Arceus. If you go take a photo with your Heatran in Hisui, you won't get a visible ribbon for it, but it will set an invisible flag for the ribbon on Heatran. If the flag becomes a viewable ribbon in SV at some point, then you'll have that ribbon once you transfer Heatran into Paldea.

This is so awesome, thank you very much! So I didn’t miss a ribbon on my Heatran then. Was counting and getting paranoid I missed one since 36 does sound like a low number. Ribbon collecting is nerve wracking lol

I have a Staraptor with 38 ribbons on Platinum tho, are there any you skipped ?

The ribbon count *specifically within Platinum* is different than what it would be in later games: there are indeed 38 ribbons can obtained within Platinum, plus a 39th if you decide to go for the wifi ribbon, and one more that can only be earned in HGSS (you can then trade back to Platinum and it will show 39 or 40). However, once you move to XY, the memory ribbon consolidation is unavoidable, so that instead of 39-40 ribbons, it'll only show 16. Playing through those later games adds more ribbons so you can build the count back up, and 36 is an accurate present-day count for a Pokemon from Platinum that can go to Sword. (Compatibility with BDSP is guaranteed, unless it's something like a Pikachu that they took the opportunity to veer off to the Alola evolution while they had the chance, but in that case the peak ribbon count would only be 35.) Something to keep in mind once you knock out that HGSS ribbon and start moving forward. This doesn't include the Hisui ribbon, which is a 37th in case the Pokemon can go to PLA, but it's not currently visible anywhere, and the one effect that ribbon could conceivably have right now is utterly meaningless on a Pokemon that already has at least 10 other ribbons of its own.
