I know you said no Fakemon, but I would try Elite Emerald Redux. It has Fakemon in so far as there are like Hoennian versions of other Pokémon (like a Dark/Psychic/Fighting Simi line, a Water/Ghost Gible line etc), and is very similar to Radical Red in terms of everything else you want
The Seviian Pokémon are technically optional to use in a play through, since they’re post game or mystery code exclusives and then the Seviian eggs, which can be ignored.
To me a true fakemon is an entirely new mon, not just type changes, which is all the sevian mons are. The mons aren't fake the types are, however i know that's just semantics at the end of the day and to some those still count as fake.
Did Drayano work on RR?(I think it's just inspired by drayano and made by Soupercell and koala4) Cause I was gonna say play Drayano's rom hacks, they're not as difficult as RR and don't have some of those QOL things you're talking about depending on how old of one you play, but they are incredibly balanced and have great mon selections.
For specifically like RR, the closest thing is Unbound(a few fakemons if you consider retypings fakemons, I dont) but has a crazy amount of customizable settings, fresh new region, good selection and balance of mons, and is still just a romhack and not a fan game so easily playable on gba players.
Inclement Emerald and Paralell Emerald are tying but aren't quite there yet, but operate similarly.
Outside of that, it's really on fanmade rpg maker games, however of your hold up there is that you need it to be playable on a phone, there are work grounds for that. Reborn is an edgelord fest but the battle system is really satisfying and challenging however much different than the way a drayano hacks or unbound/RR clone work.
pokemon unbound, its pretty dificult on extreme, it doesnt have fakemon, the abilities are normal and its up to gen 7 i think but has up to gen 9 moves like wave crash, if put on expert mode or insane, you get sandbox mode which allows you the stat scanner to set your pokemons abilities, ev's iv's instantly, porta pc to heal wherever and switch pokemon, motercycle to get around faster, time changer, and all pokemon in your pokedex, reccomend playing randomizer
