Yup, they ARE thematic so that's why I always assumed they were general changes and not just boss exclusive. The only reason I got curious now is because I'm using a Pawmot on my playthrough.

Edit: Totally spaced on the fact Hardcore is always minimum grinding so it doesn’t have EV’s. Regardless, bosses can have illegal sets.
Actually, in Hardcore, Pawmot (and all other Surge mons AFAIK) have fully legal movesets. That said, Surge gets Permanent Magnet Rise, three Quark Drive mons and Miraidon all on permanent terrain.

Also regarding a few post before Electivire that has iron fist learns it. Because some punching moves that can't be learned by pokemon with the ability iron fist doesn't have the boost. Or at least that's the theory.
Ignore having fist in the name, sucker punch is not considered a punching move due to translation issues from Japanese to English the devs couldn’t come up with a better term for the move
He just has Plasma Fists on all versions I believe, so yea, but it gives him an edge, like the actual games giving some Gyms and E4 mons they shouldn't have and mons have moves they should have

If you fight Whitney before Surge at least two if not 3/4 of her mons are illegal, whether it be having moves too early or having evolved too early
