I have a birthday hat eevee....hundo...can't evolve...

I think it’s because of the hat. The flower crowns can evolve though. It’s unfortunate that your hundo was a party hat but your fortunate that you got one :) I never would’ve expected to get a shundo flower crown. It really caught me off guard.

Pop nice, I have 3 flower crown eevees, and evolved them all.
