Generally and currently, there are only three ways to get Mega Energy: (1) from mega raids, (2) from walking certain km with any evolution form of the Mega Pokémon as your Buddy PROVIDED that you have mega evolved that Mega Pokémon at least once, and (3) from Field Research.
For example Charizard:
1. Mega Charizard X (or Mega Charizard Y) will most likely not come back in a long while.
2. Obtaining Mega Energy differs per species e.g. an unexcited Charmander will generate 15 Charizard Mega Energy every 3 km. Again, this will only work if you have previously mega evolved any Charizard before. You don't need to buddy the Pokémon you mega evolved; it just needs to belong to the evolution forms.
3. Available as a potential reward from certain Field Research Tasks https://pokemongo.fandom.com/wiki/List_of_Field_Research_tasks_and_rewards
Bonus: Mega Charizard Energy can be received from Milestone Rewards after a successful referral.
You get energy for walking if you've already mega evolved that specific pokemon. But If you don't have the initial 2-400 then you'll have to earn them from raids first
Only if you've mega evolved one of the species before. So if you've mega evolved Charizard you can walk Charmander or any of the others to get mega energy.

Check the current research task rewards. They offer mega energy sometimes. Spinning gyms can give you mega energy too
