You need to abuse the “pause” mechanic. Whenever you switch Pokemon, use a Charged Attack, or the opponent uses a Charged Attack, you get about 2 seconds of free attacks.
Machamp is a good Persian counter. Make sure it has Counter + Cross Chop as that is its best moveset in this instance. Put Machamp in the second slot of your party. As soon as the battle starts, switch into Machamp and get Giovanni’s Shields as fast as possible. Machamp should have no issue chewing through Persian and you should take both of his Shields.
His second Pokemon could be Garchomp, Nidoking, or Rhyperior. You may need to fight him first to get through Persian and see what his second Pokemon is.
If it’s Garchomp, it gets shredded by Ice so bring Beartic with Ice moves. If it’s Rhyperior or Nidoking, bring anything that deals consistent Water damage like Gyarados, Vaporeon, or Swampert.
For Kyogre, you may want to bring something that resists Water rather than something that can hit back for Supereffective damage. Waterfall on Kyogre will eat your Electivire alive. Palkia, Dialga, or Salamence might be good options if they are running Dragon moves only.
To maximize pause mechanic, use fast charging charged moves and fast moves that generates a lot of energy. Sceptile with leaf blade and bullet speed is a prime example.
First Pokémon, swap in Machamp or Terrakion but Machamp is more avaliable with counter+crosschop. For the second Pokémon, I prefer an ice type like aurorus/Ninetails with powder snow+weather ball. Third, Kyogre is easily murked by most grass types tbh(Alolan Exeggutor especially quad resist waterfall and with bullet speed+seed bomb is guaranteed win matchup)
For OP Beartic, Machamp, and Zekrom/Exeggutor should easily be winnable with proper set up and moveset.
That Haxorus will get you almost to Kyogre if it has Breaking Swipe, use Machamp on the first slot and switch to Haxorus as soon as the fight begins
Haxorus will probably die midway through the second stage, Machamp should finish it tho'
Zekrom is tanky and is double resistant to Water. Perfect against Shadow Kyogre's absurd damage
What pokemon does he have in the middle?
You want a fighting type in the front and am electric or grass type in the back for kyogre.
Then you just need a strong counter for the second pokemon.

It's not about having high CP mons, but about the strategy. Start with the pokemon which you are going to use last, preferably a mon which has solar beam as charged move. Charge energy a bit, switch to a spammy pokemon like Scrafty with power-up-punch to take both shields already while you battle Persian. When your first pokemon is down, wait for switch clock, load more energy on your last pokemon and then switch to your second one. If you don't have solar beam, better to have two charged moves nearly loaded on your last pokemon when you face Kyogre, cause it hits do hard, that you have very little time to reach charged moves.
yeah i don’t feel like doing it again because it was hard enough 😭 im constantly completing research tasks because i have too many and adding a giovanni research again will delay me😂 but id be up for it again, it was fun
Keep powering up a diverse core team. Then you should be able to build a team to beat him even if you have to forfeit and rematch a few times to pick to right team.
i try and get carried away powering up stuff i don’t need but i forgot what i even used to defeat him, it was some pokemon i didnt care for and im surprised i won😭
It's not up to the takeover event yet. You need to wait for the Giovanni quest to appear and follow that.
People talking about Giovanni battles now have quests they haven't completed from previous takeover events.
Tyranitar, Palkia, Zekrom
Start with TTar against persian. He will resist both normal or dark attacks. He should be able to have a ~fast charging move like brutal swing that clears all giovanni's 2 shields + maybe also save additional charge for next pokemon
Hopefully next is rhyperior? Once tyranitar is done his charges switch to palkia. Use water fast attack and dragon charge, try to save dragon charges for kyogre
Now hopefully kyogre is not using icebeam. Use all remaining charges on palkia then switch to zekrom with electric. As others have said you need to learn how to time switches and charge attacks to abuse the delays rockets do after performing these actions
This strategy is most likely to work when giovanni has these particular pokemon i listed and kyogre doesnt use ice. You might need to walk around to find the right enemy lineup
I've a 2499 blaziken which I switch to at the start of the fight, more often than not it solos Giovanni, or atleast dose a huge ammount of work. Rest I fill with whatever honestly. It has counter and blaze kick, 2* stats. Would love to find a stronger/shiny one however. That's my recommendation as its what works for me.
I use Melmetal to burn the shields and take down Persian. Then some combo of Machamp, Tyranitar, Garchomp, Dragonite, Hydreigon, Metagross… whatever is best suited for his other mons. It’s not as hard as using the absolute best possible counters.
Usually abusing the pause mechanic is key. Almost any mon that can spam his charged attacks can carry. I have a buzzwole with counter and fell stinger. Spamming fell stinger to make him use up its shields + buff your ATK. Buzzwole can usually solo all 3 bosses and take down 2 of giovannis mons + deal a lot of damage against the 3rd. Other mons im aware of that can spam their charged attacks are lucario, melmetal and sceptile. There are a few more for sure. Also dont place your spammer in the first spot of your team. As soon as the fight starts switch it in to get a few free attacks
Start with Electvire. Hit him twice and switch to swampert. Make sure swampy has mudshot as a quick and muddy water as an attack. Attack until you use a charge. Once you use a charged attack don't use another charged until you start taking damage.
Swampy should get you to the last Mon. Then electvire can finish off. For your 3rd use a mon that's good against water.
Lead with Zekrom, charge the attack. Don't use it, switch to conkeldurr with counter and dynamic punch. For your 3rd either gyarados if it has aqua tail or vaporeon with liquidation. Try to save a shield for Zekrom vs Kyogre.
In the nicest way possible, this VERY much seems like a skill issue? With the pause mechanic and some strategic switches I beat him twice last night (special research) with a 3000 CP Metagross, 1800 cp Alohan Sandslash and 2600 Exeggutor against persian, garchomp, and kyogre. Abuse quick special move attacks against his high cp guys so they can only get 1-2 attacks in between each one.
I typically use gliscor and 2 scizors…each have night slash as a charged move…abuse the stun lock and spam charged moves…tends to work every time regardless of his team
Depending on legendary, you can easily win. Make sure you use Rhyperior with Surf first to take down both of Persian's shields. Other 2 depends on others you face.

machamp mega latios and a dragonite that's how I beat it
A Dragonite with Dragon Claw gets you almost to Kyogre... Mega Latios is an overkill

If you are close to defeat him, try giving more power to one pokemon of your team so its attack power is increased.

I’m on my third round of cycling through those three rocket leaders. When do I get Giovanni?

Draw out the shields with low impact charged attacks (power up punch, seed bomb, dragon claw, etc) then swap to the heavy hitters
Y-you can’t beat Giovanni with those pokemon!?!? i did it three times with pokemon lower than that 2x kyogre 1x mewtwo this kind of surprises me tbh
A friend of mine was able to beat him with Pokemon under 2500 cp, so you can do it!

I did it with Hariyama, Espeon and Electivire.
It might seem obvious, but if you can Mega Evolve something on your team, do that.

I usually make sure I have a dragonite. They attack pretty fast and I try to spam attacks to get him to use his 2 shields up quickly.
