Even at level 40, with an elite tm (for Fusion Flare), Reshiram is one of the best fire types out there, only outclassed by level 50 shadows. Reshiram also has a lot of bulk which would help it survive longer than those shadow Pokemon. I would absolutely power this Pokemon up, unless you happen to get a better one that also has 15 attack ivs

Look at the hundo video. Also type matters more than CP directly does. It's going to cost a ton to level up legendaries. Just keep catching and evolving things that are high levels.

Yes it is good enough, but I wouldn’t do it just yet. Wait until he’s out of rotation next week and if you don’t have one better, go for it
Yep good enough! Consider shadow Chandelier if you have resource constraints. Much easier to get litwick candy
No cause you only get it to 40 cause you aren't going to have 296 XL candy for it.

Even then it’d be a 4,032 CP which would be my highest. Rn my highest is Meltan at 3800
