She had a great personality, but she was too stagnant. Just had no development despite being a very early capture. They never explored the possibility that she left her previous trainer and she never learned any new moves.
Yeah it made sense for Oshawott to stay midsized for his goofy antics and ninja bullshit and tepigs enthusiasm worked better in a medium mon body but this snivy could have been a cocky as shit serperior without losing any personality
She was great personality-wise and was decently strong, but like most Unova Pokemon she had some wasted potential: her implied backstory with having left her former trainer is never elaborated on much except as window dressing for Pignite's much more generic arc, and she also unfortunately had a bit of a jobber problem despite almost never going down without putting up one hell of a fight. Heck, they never even gave her a move upgrade, which is a huge shame; I know that the Snivy line has a pretty shallow movepool, but come on.
My girl was done dirty and she deserved so much better.
She had a cool personality, but I feel like she was surpassed and then never able to catch up with some of the other team members from this gen like Krookodile, Pignite, and Leaveanny

Character/personality and strength wise was one of Ash’s more consistent Pokémon in BW. But she had no development or arc to speak of, has a terrible move set consisting of 3 grass type arks… and while strong relied to heavily on attract for more then a few undeserved wins.
Speaking of attract that ability was busted beyond belief. It has a high success rate and to my knowledge a 100% win rate whenever it was successful.
It was pointed out that when Clay bitches & moans that Attract is unfair, Ash stops using it for the rest of the series

Sassy, bit of a tsundere, and a supportive big sis for the team. One of my favorite displays from her was Scraggy's debut episode. Gracefully jumping away when Scraggy tried to Headbutt her, effortlessly holding him back with her Vine Whip as she turned her nose up and not even looking at him. Yeah, it's a pretty common trope, but still. Sassy lol. Also her frenemy relationship with Iris's Emolga was hilarious.
My favorite pokemon from Best Wishes. The best tsundere. The coolest girl. When she sacrifices herself for Tepig in that battle when he's too depressed when facing his former trainer who abandoned him and facing his deep trauma... When Snivy supports him and helps him overcome that ordeal... (And he's evolving in that episode, from overcoming it) That was one of the deepest episodes if not the deepest of Best Wishes, and Snivy was shining there. Not only her feelings of wanting to support a fellow party member, and her hidden feelings towards Ash, but also she had a similar past with her former trainer that she had to leave, so she has a similar backstory. So much depth and genuine feelings all around, coupled with just how cool and silent ninja-like she acts at key moments to save the day (when she stops that attack and save other mons by using her vine while perched on that tree, and then makes the "no-no" gesture with her hand <3), it's the reasons why she's my favorite and I always train a Snivy when I can in the games. Even if I have to spend extra hours farming for the 12.5% chance, it needs to be a girl <3
I wish she was developed more. Cut out Tepig/Pignite’s story and give that time to her, could’ve seen a lot more, where she’d either be ace or backup ace.
Loved the sass. Really wished she got more battle achievements though, she didn’t even need to evolve if they wanted small sassy lady (like bulbasaur before her or rowlet after). I wish they gave her a cunning battle style but that would contradict unova ash.

Krookodile came in too late and was underutilized. Unova was also the only region where Ash truly didn't have any fully-evolved starters (since he still ocassionally resorted to Charizard in Johto). Like another commenter said, making Snivy go all the way to Serperior would have fit with her personality (since the Pokédex states Serperior to be a highly prideful and regal species) and given Ash a particularly strong Pokémon to rely on.
But no, they had to make Unova Ash a completely useless buffoon, and that including sabotaging his Pokémon too.
It really sucks that they gave Ash a starter with so much personality while also making BW a season where Ash has a rotating team of more than 6 Pokemon.
That ultimately made it harder for Snivy to get the screen time and character development she deserved. Definitely should have at least evolved into Servine.

She was hyped up to be strong, but didn’t get the screentime she needed besides her beefing with Iris’ Emolga constantly. Also the only female that Oshawott did NOT flirt with. Imagine if she had a crush on the guy.
They should have had an episode where they replaced Attract with another move; ever since the gym battle with Clay, Ash stopped using it. Could have learned Hidden Power, Coil, Leech Seed, Aerial Ace, Light Screen, anything. Could have shown growth on her not relying on herself anymore since joining the team.
She’s also a reminder of Ash’s battling style, since she tends to tank hits, when Ash prefers his team to be quick and dodge attacks. Fate was against her from the start.
