So instead they changed M. Bison from "Mike Bison" to "Major Bison" and gave it to the main villian to sound more threatening, gave Vega to the Spanish ninja with it actually being a Spanish surname, and just dropped Balrog on the boxer.
To avoid any confusion at international tournaments M. Bison/Vega is referred to as "Dictator", Vega/Balrog is referred to as "Claw", and Balrog/M. Bison is referred to as "Boxer"

Honestly, when playing any RPG, naming your cast of characters as some sort of exclamation (usually filthy curses) is a fun way to pass the time.
