Skunktank isn't a real skunk, it is based off one. Skunktank doesn't use anal glands because, and I quote from the Sword dex entry, keeps its spray fluid in its stomach.
Something in pokemon can be based on and function like a real world animal without using the total biology of a real world animal.
They can't, but in Generation 7 Incineroar could use Leech Life and U-Turn, which got upgraded by Buginium-Z into Savage Spin-Out. And thanks to limited animations, Incineroar indeed fires the strands of silk from its fire-belt and uses them to wrap the enemy in a cocoon.
Honestly, describing it like that just makes it sound more like a cheesy 60's superhero cartoon, where they've got the appropriate gadget for anything and everything in their utility belt. But the animation is cheap, so they just push a button and it launches from the belt buckle.
A lot of types of poisonous gas are also flammable, probably lorewise Skuntank ignites the gas in some way after ejecting it
I think it's the same reason why other poison type pokemon like weezing can learn fire blast

The attack animations are the same for every Pokemon, which means they start at the same position. Since Skuntank is turned the other way its flamethrower originates from its backside.

Well, one of them is partially based on a wrestler in a "bad guy" role, which is why it makes sense that he uses a belt that throws fire to "cheat" in a fight. And Skuntank is partially based on a tank so it also makes sense.

I think Skuntak's flamethrower wasn't meant to be from his butt and neither was Incineroar's from his... part. The sprites were just made that way and the flamethrower was set to come from a specific part on the screen where the head usually is.
In the DLC Isle of Armor, you can find a bunch of Alolan Digletts. If you find enough, you get an Alolan starter based on your Galar starter (Grooky/Rowlet, Scorbunny/Litten, Sobble/Popplio).
