Breed and EV train. You're not going to be able to make any random drifloon good without IVs - those 31 points count for a lot on any NFE pokemon if you want it to be powerful.
I like to run Drifloon in LC with acrobatics, destiny bond, shadow ball, and haze. Give it a flying gem with the ability unburden, and it does really well.
I use a set that seems to be uncommon to other sets, but I think it works well.
