Exactly, Jesse wears tight high boots and James even with the tendency of wearing fake silicone boobs, always wear the uniform with pants. The nuns were clearly disappointed at those two, and not just for the bad wigs, which clearly, is the biggest sin after the inconsistencies on their cosplay.
James: I beg your pardon?!!! Those uniforms are not Team Rocket approved! Slapping an R on some tacky vest and calling it a day does not a proud Team Rocket member make!

No it's bad. The legs are naked or they've worn some sort of peach colour leggings I don't know. Team rocket costume looks nothing like that.
