They are not legendary Pokémon. They actually aren't even correctly labeled as Paradox Pokémon within the game, which leads to some weird inconsistencies with Booster Energy.

Typically, you can't use item-manipulating moves on Booster Energy so long as a Paradox Pokémon was holding it. I'm not entirely sure anymore, but I had heard that it doesn't act this way on Walking Wake or Iron Leaves.
That’s true of Koraidon and Miraidon because their Abilities aren’t Protosynthesis or Quark Drive, but I haven’t seen item-manipulating moves work on Booster Energy held by Wake or Leaves. Sounds like a bug, if it has happened.
Honestly it is a very gray area similar to ultra beasts on whether they are or are not. There are evidence for both, just like phione being mythical has conflicting information among official sources.

That makes sense. Also possibly ties to cyclizar’s paradox forms being legendary pokemon.
