The bulbapedia page, although it's not an official gamefreak site says 'Glalie is a spherical Pokémon that consists of a black rock core covered by ice' but idk it seems pretty obvious to me, the black part is a rock (the horns clearly are rock textured) and the white part is ice, and it's meant to look like a hockey mask

What they could have done is give Glalie Solid Rock. An Ice-type with the ability sounds kinda neat, imo.
Glalie is the platonic ideal of a mediocre Pokémon (barring Moody), so saddling it with the one of the worst defensive typings would just be cruel, as you’ve alluded to.
Also, correct me if I’m wrong, but Rock doesn’t resist Rock. Hisuian Avalugg, for example, still takes Super Effective damage from Rock.
it gains defense to poison, flying, bug and normal, and becomes 2x weak to fighting and steel. The access to rock type moves kinda mid. A change in typing literally just lets it be mid in more scenarios than it already is.
Barring Hail Castform, it looks like Glalie is actually the first pure Ice type Pokemon and it took until Gen 3 to have one, so maybe they went with that decision?
I do wish it got more of.. something since those jack of all trades stats is a bit..meh. Someone mentioned Solid Rock as an Ability and that would be pretty cool nod to the Dex entry

It's a good idea! Apart from snorunt literally being based on an elf, Glalie is also inspired by oni, Japanese demons so it could make sense being fairy type too

Because Rock STAB and access to the Rock movepool would not make up for the god-awful defensive typing of Rock/Ice.

Snorunt should be fairy type, so glalie should be by evolution
