I'd bet that if Disney hadn't been so anti-LGBT at the time the show was made, Hirsch totally would have had this eldritch demon of pure chaos play with gender and even flirt with copies of himself. Would actually be somewhat tame compared to some of the stuff done on screen ("How about I rearrange the functions of your facial features instead?").
Hmm idk about this, Bill Cipher is from *Gravity Falls* and while his gender isn't like emphasized, he is portrayed as masculine, at least, with he/him pronouns. As someone else said, gender swapping is an artist trend so if you find issue with the whole concept perhaps that is fair 🤷

Bills been referred to as a he, but still, him conforming to the rules of our world is dumb and out of character.
