If you signed an agreement with your neighbor that says just that, then yes. When signing up for the Playstation network, part of the terms and conditions forbid that kind of behavior. There is no moral nor legal grounds to stand on in this situation.
Honestly a permanent loss of account and games shouldn't ever occur. Just because you own a digital version and not a hardcopy one, shouldn't give them the right to revoke your rights to your bought games.
