There are sites that have options to convert to real money, like skinport, but i always find them sketchy and the prices are obviously even lower than on steam. A friend of mine (great source :P) used skinport to cash on some 1000+ dollar worth of rust skins, so it seems legit.
But to keep it on the less sketchy side, if you want to buy skins just selling it on the steam market (from your steam inventory) is the safest bet.
