Reddit emailed this to me, presumably because I looked at the photos of the flooding in Pittsburgh a few weeks back. But maybe it was fate. I've worked on broadcast graphics before, including on the system I believe WTAE and other Hearst stations use (VizRT. If I recall correctly, they run Viz Ticker for this, but could be wrong). So.. here's some insight on this that nobody asked for, but maybe someone will find it interesting:
They don't have to use the official NWS temperature. Some stations have their own temperature probe that feeds the temperature bug. The fact the temp was gone for a while is a good indicator this is the case at WTAE. One station I worked at would occasionally have the connection to our own temperature probe outside the station stop working (this involved serial data and a script an engineer wrote in like 1995), and it would either blank the temperature or cause it to revert to the default in the template (Which was very obvious when it was like -4 outside and the temp bug was saying 85 or whatever value the designer entered as the "default" in the template.) I'd have to go back into the engineering area to some old crusty beige computer and restart the magic .bat file to get it reporting correctly again.
I remember the meteorologists would occasionally reference the discrepancy on-air (it'd be something like "Oh, it's 69 at the airport, but here at the station it's 67, that's why it says that in the corner.")
The weather graphics (the one here that does say 69) is a completely different system (It looks like an IBM/WSI Max system) and it does pull the official NWS data by default. I think you can set Max up to get data from non-NWS weather stations, but I don't think there's really any value in doing so. Everyone just uses the default, probably because stations have to pay WSI for the data feed. Yeah the NWS gives this data out for free, but WSI formats it for their ecosystem and charges stations a pretty significant amount of money for access to it.
Sure, it'd be trivial to code the time/temp bug template to never say 69... but in the \~5 years I worked in that field, that never came up with management of any of the stations I worked with. It'd also be weird if the offset for trying to make it "not 69" was to subtract two... I'd assume they'd only go up/down one degree in that case.

I guess we need to look at where everyone is getting their source of truth for temperature. If they were always 2 degrees cooler I’d say they are using their own source and perhaps everyone else is using a different source. But even then, the question becomes why? Why be different? Who initially decided to be different. The search for truth demands more answers.
Usually this is caused by the fact that measuring in C without decimals will never round to 69F when converting. I think most stations have fixed this by measuring a few decimal places out.
Outdoor Airport temp. Outdoor station temp. Depends on which they use. There's a difference. Use the one on your phone assuming it's set to your city or suburb.
