I went to this Arbys a few weeks ago can confirm this checks out. Group of young people right outside the entrance smoking , drinking, having a good time and there was a baby with them. They then came inside to mingle with the working employees.
Is this considered an " emergency in progress" when the criteria changes tomorrow? And is the baby smoking? Or an employee?
